Through partnerships, technology, and direct support, we connect individuals with the resources and opportunities they need to move forward. We are seeking a Grants Impact Manager to help ensure our Homeless Veterans’ Reintegration Program (HVRP) delivers measurable results for veterans while meeting the rigorous compliance standards associated with federal funding. The Role The Grants Impact Manager is responsible for grant compliance, performance monitoring, data integrity, and federal reporting for CARDBoard Project’s HVRP program. This person will serve as a critical link between program delivery, data, compliance, and organizational leadership—making sure participant records are complete, outcomes are accurately captured, federal requirements are met, and program performance is understood in real time. The right candidate is highly organized, comfortable working with data and federal regulations, and able to translate compliance requirements into practical systems that help a program perform better. This is a grant funded position. What You’ll Do Grant Compliance & Performance Management Monitor HVRP performance against approved federal targets and program benchmarks, including enrollment, employment placement, post-exit earnings, and employment retention. Identify performance gaps, data quality issues, and emerging trends early and work with program leadership to develop corrective actions and improve outcomes. Stay current on applicable DOL-VETS requirements, Uniform Guidance, grant terms, and relevant policy updates. Data Management & Systems Oversight Oversee the program’s cloud-based, HIPAA-compliant case management system and maintain high standards for data quality and timeliness. Ensure accurate, real-time documentation of participant eligibility, Individual Employment Plans, services provided, training participation, employment placements, and post-exit outcomes. Develop processes and quality controls that make program data reliable, accessible, and useful for both compliance and decision-making. Federal Reporting & Documentation Prepare and submit accurate and timely quarterly narrative and performance reports through the VETS Grantee Reporting System (VGRS). Coordinate required financial reporting and disclosures through the Payment Management System (PMS) and SF-425 reporting processes. Maintain organized and secure electronic grant and participant records consistent with federal record-access and documentation requirements, including applicable provisions of 2 C.F.R. Part 200. Audit & Quality Assurance Lead routine internal file reviews and quality-assurance processes to ensure participant eligibility and supporting documentation are complete and compliant. Review documentation including DD-214 veteran-status records, third-party homelessness or at-risk verification, and applicable release documentation for justice-involved veterans. Prepare the program for federal desk reviews, Grant Officer’s Technical Representative (GOTR) monitoring visits, and applicable Single or program-specific audits under 2 C.F.R. Part 200, Subpart F. Time & Effort Compliance Monitor staff time and effort allocations in accordance with federal requirements, including 2 C.F.R. 200.430. Help ensure staff funded through multiple programs are appropriately allocated across funding streams and that combined allocations do not exceed allowable FTE limits. What We’re Looking For Bachelor’s degree in Public Administration, Non-Profit Management, Social Work, Business, or related field (Master's preferred). Minimum 3–5 years of experience managing federally funded grants (DOL, VA, HUD, or HHS experience preferred). Proficiency in federal reporting systems (VGRS, PMS, GrantSolutions) and cloud case management software. Strong knowledge of 2 C.F.R. 200 (Uniform Guidance) and DOL-VETS policy guidance. Must have the ability to be in person 2-3 days a week in East Austin. Bilingual (English/Spanish) preferred Veteran or military spouse preference eligible. Who Will Thrive in This Role You may be a strong fit if you enjoy building order out of complexity. You notice when numbers do not reconcile, documentation is incomplete, or a process creates unnecessary risk—and you take initiative to fix it. You can move comfortably between federal regulations, spreadsheets and case-management systems, participant files, program outcomes, and conversations with staff. You understand that compliance is not simply about passing an audit; strong data and strong systems help programs deliver better results for the people they serve. Most importantly, you care about ensuring that veterans experiencing homelessness or housing instability receive high-quality services that lead to meaningful employment and greater stability. CARDBoard Project is an equal opportunity employer. We value diverse experiences and perspectives and encourage qualified candidates from all backgrounds to apply. Pay: Up to $62,500.00 per year Benefits: Paid time off Application Question(s): How many years of experience do you have managing compliance and reporting for federal grants (such as US Department of Labor/VETS or 2 CFR 200 guidelines)? Do you have experience auditing participant files and correcting data errors to ensure 100% audit readiness? Work Location: Hybrid remote in Austin, TX 78702
